At level 1-45 is the best time to min-max. After that, OP can choose liberally on how he spend his hero points. At level 45, his second spec slot opens. Once he max out the second spec slot, his third slot won't open until level 71. Which he will keep receiving large amount of hero points by then.
I found that the 6/23 Patch auto-trained one whole core specialization for me (their attempt to match my pre-patch build) and I don't know how many hero points that would have cost but I'm wondering if they would have put my into some kind of 'Hero Point Debt' and so I would not gain any hero points until I exceeded the amount of points I would have spent on unlocking the core specialization.
When you reach Lv.80, you will have all the hero points you will need to unlock all your utility skills and basic trait lines. However, as you are leveling, try going for something you are leaning towards as you level. This will make things a little more comfortable for you. If you feel you messed up on your allocations, just gain a few levels.
